About the Company
Our client is a well-established international gaming technology and content provider that’s been operational for two decades, supplying licensed betting and casino operators across a wide range of regulated markets. Their products are independently tested and certified to international standards, and their reputation rests on the integrity, fairness and technical quality of everything they put into the market.
Operating across multiple jurisdictions, the business sits at the point where technology, product and regulation meet. As they continue to expand into newly licensed markets, technical compliance has become central to how quickly and safely they can launch, which makes this a genuinely strategic function rather than a back-office one.
The environment is collaborative and standards-led, with a strong emphasis on integrity, clarity and ownership. You would join a team that treats compliance as a driver of growth, with real visibility across product, engineering, legal, and the external regulators and test laboratories that govern the industry.
Job Overview
The Technical Compliance Officer (TCO) is responsible for ensuring that the organisation's gaming platforms, products, integrations, content, and technical operations comply with all applicable regulatory, technical, security, and certification requirements across the jurisdictions in which the company operates or seeks licensing. This role is critical in maintaining the integrity, security, fairness, and regulatory compliance of the organisation's gaming ecosystem.
The TCO oversees adherence to relevant Remote Gaming Technical Standards, Random Number Generator (RNG) certification frameworks, game fairness and payout requirements, information security controls, systems integrity and availability standards, as well as interoperability and regulatory reporting obligations. The role further ensures that platform certification processes for B2B, B2C, and aggregated content solutions are effectively managed and maintained.
Acting as the primary liaison between Compliance, Product, Development, Quality Assurance, and external regulatory bodies and testing laboratories, the TCO ensures that technical compliance obligations are clearly understood, appropriately implemented, rigorously tested, adequately evidenced, and sustainably maintained throughout the product lifecycle. Through proactive governance and oversight, the TCO supports the organisation's commitment to regulatory excellence, operational resilience, and responsible gaming practices.
Duties and Responsibilities
Regulatory Analysis and Interpretation
- Monitor and interpret technical regulations, standards, directives, testing protocols and certification frameworks across all active and target jurisdictions.
- Translate highly technical requirements into clear internal obligations covering controls, processes and engineering tasks.
- Maintain a structured register of jurisdictional technical requirements (RNG entropy, logging standards, game fairness, RGS requirements, monitoring obligations and availability).
- Identify conflicts between jurisdictions and propose harmonised solutions where possible.
Certification and Test Laboratory Engagement
- Coordinate all technical certifications with recognised test laboratories, end to end.
- Prepare and deliver the documentation, artefacts, evidence and configurations required for lab submissions.
- Maintain accurate test lab scoping documentation, including game maths, RNG descriptions, platform architecture, communication protocols and logging schemas.
- Manage certification timelines, identify product updates requiring recertification early, and keep certificates valid and up to date.
Technical Compliance Governance
- Develop internal technical compliance standards based on regulatory obligations (logging, encryption, session management, data retention, monitoring and game fairness).
- Embed a compliance-by-design framework into the software development life cycle (SDLC).
- Create and update compliance checklists for new features, games, content integrations and platform changes.
- Ensure regulatory requirements are baselined into product and engineering roadmaps.
Technical Risk and Change Control
- Conduct technical risk assessments for new jurisdictions, products, content providers and integrations.
- Identify compliance gaps in architecture, infrastructure, security or implementation, recommend corrective action, and track remediation through to closure.
- Review and approve change requests for regulated systems, ensuring changes are compliant before deployment.
- Flag releases requiring regulatory notification or recertification early, and validate test results, regression outcomes and rollback procedures.
Audit, Assurance and Incident Oversight
- Prepare for and support external audits, including regulator audits, ISO 27001, SOC 2 and jurisdiction-specific technical audits.
- Maintain audit-ready documentation, including system diagrams, logs, test results and operating procedures, and run periodic internal audits of technical compliance controls.
- Oversee the regulatory aspects of incidents affecting regulated systems, ensuring regulator notifications occur within mandated timeframes and that root cause analysis and corrective actions are properly recorded.
Stakeholder Liaison and Subject-Matter Support
- Act as the primary interface between Technical, Legal and Compliance, QA, Product, DevOps, Security, and external regulators and test labs.
- Provide guidance during product design and architectural change, and ensure QA test plans incorporate technical compliance test cases.
- Support product teams in early-phase scoping to avoid later regulatory non-compliance, and provide structured updates to executives and relevant teams.
Minimum Requirements
- 4 to 7 years' experience in iGaming, fintech, regulated technology or security compliance.
- Direct, hands-on experience with GLI standards (GLI-11, GLI-13, GLI-19 and GLI-33) or equivalent technical gaming standards.
- Experience interacting directly with test laboratories, regulators or certification authorities.
- Experience across online gaming platforms and their components, including RGS, wallet systems, game clients, RNGs and integrations.
Nice-To-Have
- Experience managing compliance across multiple jurisdictions.
- A relevant degree (Computer Science, Information Systems, Engineering or a related technical field) and / or a professional compliance certification such as CAMS, ICA or ACAMS.
- Exposure to AML and financial-crime compliance alongside technical gaming certification.
- Familiarity with penetration testing, logging and monitoring standards in a regulated environment.
Personal Attributes
The ideal person is:
- An excellent communicator, both written and spoken, able to explain technical requirements to non-technical stakeholders.
- Honest, with high personal integrity and a strong sense of accountability.
- Proactive and solution-oriented, comfortable owning a problem through to closure.
- Highly organised and process-driven, with strong attention to detail.
- A clear analytical thinker, able to turn complexity into structured, workable plans.
- Interpersonally effective, able to build trust across technical, legal and external stakeholders.
